The Official Release of the Blue Book of 2021 Shanghai Consumption Market Big Data

The Blue Book of 2021 Shanghai Consumption Market Big Data was officially released at the launching ceremony for the 2022 (Spring) National Consumption Promotion Month, Shanghai. The release is the first of its kind in Shanghai.

In September 2020, an initiative to establish the Laboratory of Consumption Market Big Data (Shanghai) was supported by the Department of Market Operations and Consumption Promotion of the Ministry of Commerce, Shanghai Municipal Commission of Commerce and Shanghai Municipal Bureau of Statistics, and Fudan University. On the basis of scientific research and driven by data and technology, the laboratory has been working as a think tank for the purpose to serve and support the construction of Shanghai as an international consumption center. The Blue Book is a product of the Laboratory. The Ministry of Education’s Key Laboratory for National Development and Intelligent Governance at Fudan University provided great help for the book.

This Blue Book includes two parts. The first part is a report on the overall development of a Shanghai consumption market in 2021, covering the operation of the city's total retail sales of social consumer goods, the operation of the city’s offline consumption, the operation of the city’s online consumption, the operation of the consumption market in key business districts, and the scrutinization of key consumer goods. 

The second consists of six thematic reports, respectively on Shanghai’s “startup economy” development, the city’s consumption development on tax exemption and rebate, its nighttime consumption, its retailing properties, the consumption interaction between Shanghai and other domestic cities, and "Double Five Shopping Festival’s effect of promoting consumption in Shanghai. 

As the Blue Book demonstrates, the total retail sale volume of social consumer goods in Shanghai reached RMB 1.81 trillion in 2021, ranking first all over China. In terms of the most consumed, the consumption for household and by female consumers account for 40% of offline retail sales. The 2nd Double Five Shopping Festival stimulated a rise of 7.65% in the total consumption, particularly in the consumption of cosmetics and jewelry. In terms of the “startup economy”, a total of 1,078 “first stores” opened across Shanghai in 2021, becoming the symbolic expression of Shanghai’s business innovation gene. Tax exemption and rebate remains a boost. The comprehensive index in this regard in Shanghai ranked the top in China, which has injected new vitality into this city. Consumption by the non-native population in the same year was close to a stable and healthy RMB 600 billion.  

The Blue Book aligns with the perspective of developing Shanghai as an international consumption center, trying to answer questions such as: Where did the incentives for Shanghai consumption stem from in 2021? What effective efforts have been made? The Blue Book suggests that Shanghai is remarkable in two directions: the construction of its internal strength and the construction of the international and domestic dual-cycle consumption center, including not only modules for high-end consumption, key policies to promote consumption, etc., but also other modules like those for interactions between Shanghai and major domestic cities etc. Finally the Blue Book looks briefly ahead into the 2022 consumption market in Shanghai.
